In the case of refusal, or if the passport is withdrawn before the decision is made, the visa fee can't be refunded.
You will have to pay for IHS insurance (Immigration Health Surcharge) on the official web-site of the Immigration Service after your visa application is completed. It costs 470 pounds GBP per 1 year.

If you have a Tier 4 General Student visa and you can to bring your family members, such as spouse, unmarried partner, children under 18 years old, with you. In this case they need to apply under Tier 4 Dependant.

This type of visa is issued for the length of your course plus 1 month in general.
You have to apply for an UK Student visa (ex TIER 4 General Student) again if you change your educational provider.
If you apply for a TIER4 General Student and the level of your course is 7 and higher, you have the right to bring your family members (minor children and spouses) with you. They need to apply for Dependent visa.
You can accompany your child, who is 12 y.o. and less. If your child is a non-boarding student, you can apply for a Parent of a Tier4 child at school visa.
